Dr. Wayne Walters Appointed Assistant Superintendent of Professional Development and Special Programming

wayne walters 2 PITTSBURGH June 6, 2017- ‘Provide appropriate instructional support for teachers and staff’ is one of four strategic themes outlined in the District’s 2017-2022 Strategic Plan: Expect Great Things. To ensure the District impacts student outcomes by increasing teacher knowledge through a cohesive system of instructional support, the Board approved the appointment of Dr. Wayne Walters as Assistant Superintendent of Professional Development and Special Programming. Dr. Wayne Walters will transition from his dual role as Principal/Assistant Superintendent to begin this new role July 1, 2017.

“Dr. Walters has extensive experience as a school leader and in leading professional development. As a certified trainer and facilitator, Dr. Walters has presented numerous workshops and professional development at the local, national and international level,” said Superintendent Anthony Hamlet. “In practice, experience, and throughout the selection process, he stood out as the best candidate to develop and implement professional development for school leaders, teachers and central office staff.”

A report by the Council of Great City Schools elevated the District’s lack of a professional development (PD) plan, noting 33 findings and recommendations specific to improving the state of PD within PPS. Dr. Walters will be responsible for leading the development of professional development plans for teachers, school leaders, aspiring leaders, and central office staff. The District will open an RFP process to seek assistance with the development of a five-year comprehensive district-wide professional development plan. Dr. Walters will convene a PPS Professional Development Planning Committee, inclusive of teachers, administrators, central office staff, teacher union leadership, parents, and community, that will provide guidance in the development of the plan.

Dr. Walters has been the principal of Barack Obama Academy of International Students 6-12 since its inception in 2009. Pittsburgh Obama 6-12, located in the East Liberty community, is certified as an International Baccalaureate (IB) Middle Years Programme (grades 6-10) and a Diploma Programme (grades 11-12). Prior to serving as principal of Pittsburgh Obama, Dr. Walters was principal of the Frick International Studies Academy 6-8 (2000-2008) and Assistant Principal of Northview Heights Elementary School (1999-2000). Dr. Walters joined the District in 1991 as teacher at King Elementary School.

Board Approves Appointments of Three Principals

In other business, the Board approved principal appointments at three District schools for the 2017-18 school year. All appointments are effective July 1, 2017.

Board Appoints Dr. James McCoy, Principal of Pittsburgh Allderdice High School

Dr. James McCoy has been appointed Principal of Pittsburgh Allderdice. The school’s current Principal Melissa Friez will transition from her dual role as Principal/Assistant Superintendent to full time Assistant Superintendent.

Dr. McCoy will transition from his current role as Director at Pittsburgh Science and Technology Academy 6-12, where he works collaboratively with the school’s principal to execute all school management and leadership for students and staff at the Science, Technology, Engineering and Math (STEM) school. As Director (2013 – Present), Dr. McCoy provides instructional leadership
through teacher professional development and evaluation and makes administrative decisions related to academics, discipline, attendance and daily operations.

Dr. McCoy joined the District in 2010 as a High School Civics and United States History teacher at Pittsburgh Science Technology Academy 6-12. During his time with Pittsburgh Science and Technology Academy he has served in multiple leadership roles, including Instructional Teacher Leader Social Studies, English and Special Education, Behavior Management Committee Chair
(2010-2013), and Behavioral Specialist Summer Dreamers Academy (2013).

Prior to joining PPS, Dr. McCoy was a teacher in the Wilkinsburg School District (2004-2010).

Yalonda Colbert Appointed Principal of Pittsburgh Obama 6-12
Yalonda Colbert will transition from her role as Director at Pittsburgh Obama Academy 6-12 to serve as the school’s Principal. As Director, Ms. Colbert serves as an instructional leader to teachers and support administrator for the school’s Humanities, Special Education and Mathematics departments. As lead for executing the school’s PSCC meeting she is well known to parents and community members.

Prior to joining the school as Director in 2015, Ms. Colbert served the District’s Math Curriculum Coordinator 6-12, where she aligned math curriculum to the PA Core Standards, supported teachers at the building level, coached new teachers, and trained substitutes. From July 2011-June 2012, Ms. Colbert supported secondary math teachers in four buildings as a Math Coach. Ms. Colbert joined the District in 2006 as a middle and high school math teacher at Pittsburgh Arsenal 6-8 and Pittsburgh Milliones 6-12.

Anthony Carlo Esoldo Appointed Principal of Oliver Citywide Academy
After filling-in to serve as Interim Principal of Pittsburgh Oliver Citywide Academy, Anthony Esoldo has been appointed the special school’s principal. Mr. Esoldo joined the District in 2010 as a resident at Pittsburgh Carrick as a part of the District’s Pittsburgh Emerging Leadership Academy. From 2011-2015, he served as the Director of Academics at Pittsburgh Milliones 6-12. In this role, Mr. Esoldo led teacher development, directed the middle school program, and managed the school’s University of Pittsburgh partnership.

In 2015, Mr. Esoldo joined Pittsburgh CAPA 6-12 as the school’s 9-12 Director, where he developed grade-level teaming protocols to support struggling students, expanded teacher capacity through coaching and coordinated activities of the high school discipline committee.

Prior to joining PPS, Mr. Esoldo served as Instructional Reform Facilitator of John O’Connell High School, San Francisco, CA 2009-2010, and Social Studies and Lead Teacher at EXCEL High School, Oakland, California (2005-2009).
